Title:   Planning Expert

Status/Shift:  Full Time Exempt

Position Summary:  
Identify and collect relevant and timely data, deviations, and waivers from operational HQ elements, functional components and task forces. Maintain and utilize various database, analytical, and visualization tools to support assessment execution. Conduct follow-up data collection through the development/distribution of surveys and questionnaires in order to determine rationale for identified issues. Produce reports and briefings to align findings with other ongoing assessment/analysis efforts and/or disseminate assessment results. Execute assessment tasks during Command Tier 1-level Exercises. Determine appropriate modifications to current assessment methodology for each OPORD. Support the development/identification of objectives, effects, tasks, measures of effectiveness (MOE), measures of effectiveness indicators (MOE-I), measures of performance (MOP) and measures of performance indicators (MOP-I) within each OPORD. Conduct Vol 12 Assessments. Conduct analysis of data to produce assessment findings. Examples include, but are not limited to, identification of operational shortfalls, risks, vulnerabilities, and capability gaps.

Determine an appropriate assessment methodology for each Intermediate Military Objective (IMO). Execute, manage, and facilitate continuous scans of the global strategic and operational environment to determine if desired campaign effects are being achieved. Support development/identification of desired effects, measures of effectiveness (MOE), measure of effectiveness indicators (MOE-I), tasks, and other associated metrics for each IMO. Articulate J9 position and equities in various HQ CONOPS defined planning teams, boards, and working groups. Collect relevant and timely data to include scanning of intelligence sources, open source publications, and HQ, component, and Task Force inputs. Conduct analysis of data to produce assessment findings. Examples include, but are not limited to, identification of factors leading to progression toward/regression from Campaign objectives. Conduct focused, out of cycle campaign assessments as directed on important, rapidly changing issues to support Commander and senior-leadership decision making.

Qualifications Required:

Experience in MS Office software, including MS Excel, MS Word and MS PowerPoint required; experience in MS Project and MS Access, desired

Familiarity with Joint processes, operations, and commands.

Familiarity with end-to-end operations and processes from National level through Unit execution

At least 5 years of CCMD or similar level crisis, contingency, and campaign planning experience

Qualifications Desired:  
Work experience in developing objectives, effects/measures of effectiveness, tasks/measures of performance, and indicators preferred.
