Title:   Operations Research and Systems Analysis (ORSA)

Status/Shift:  Full Time Exempt

Department:   USAMS III

Position Summary:  
Support Government-led, diverse, cross-functional teams of analysts and operational planners from the DoD to assess and analyze data sets, processes and technologies identified by USSTRATCOM/J9 to develop recommended courses of action, process improvement/change areas, assessment methods or technology recommendations.

Build and maintain processes to accomplish objective-based assessments through planning support, data identification, metrics development, data collection, data fusion, data visualization, analysis, analysis visualization and presentation. Determine boundaries, identify information gaps, and identify gap solutions. Evaluate measures of effectiveness, capture applicable information and organize recommendations and solutions. Support data collection and information integration/analyses to focus the assigned problem. Use established operational analysis and planning processes (e.g., Intelligence analysis, Joint Operations Planning and Execution System/Adaptive Planning, Targeting) to develop frameworks and templates to span the elements of national power (PMESII, DIME) that help focus problem sets. Coordinate access to various sources of data and information. Using available information technology resources, populate the problem framework and discern patterns or links that identify gaps or overlapping activities. Convert various types of data and information from diverse formats to structured formats for inclusion into various IT software applications. Capture and apply lessons learned as related to data collection and information integration and analysis. Perform analysis requiring professional knowledge of mathematical modeling and statistical, econometric, and other scientific methods and techniques. Perform a broad range of operation research and analyses, to include process modeling, which requires creativity, innovative use of techniques, advanced approaches, and/or new technologies. Use scientific inquiry in the independent development of mathematical models and computer programs to evaluate assigned projects and studies. Provide advice and insight about probable effects of alternative solutions. Aid in development of comprehensive analysis products that support Combatant Commander decision-making. Provide analytical results based on model and simulation support.

Qualifications Required:   Top Secret clearance eligible for special access

Experience in MS Office software, including MS Excel, MS Word and MS PowerPoint required; experience in MS Project and MS Access, desired

At least 5 years ‘experience in a mathematics or engineering discipline such as in mathematics, operations research (OR), computer science, or related technical field

Minimum of 5 years of OR related work experience

At least 2 years’ experience with strategic or joint operational military planning and operations

At least 3 years’ combined experience with: Research design, Case study research, planning, and evaluation, Analytical or technical report writing

At least 2 combined years’ experience with: Models and simulations in support of operations research, Descriptive and inferential statistics, Parametric and non-parametric analytical methods, Survey construction, implementation, analysis, and evaluation

3 years’ of assessment or War gaming experience
