Acting as a subcontractor to BlueForce, AOCE will provide Management and Professional Services for the Air Combat Command (ACC) International Affairs Security Cooperation Division (ACC/IAS). The ACC/IAS Division is responsible for development, management, and execution of ACC managed Foreign Military Sales (FMS) cases, as well as management of ACC FMS case lines from FMS cases managed by Air Force agencies other than ACC. The ACC International Affairs Directorate (ACC/IA) manages ACC FMS cases and other International Partner engagements of interest to ACC.

Odyssey has chosen AOCE as their subcontractor to provide the Navy and Marine Corps Spectrum Center (NMSC) with essential technical support in the planning, retention, protection and effective use of electromagnetic spectrum resources in support operations to the Department of the Navy (DON). NMSC exercises management and control of electromagnetic spectrum matters for the DON. As delegated by the Operational Chain-of-Command, NMSC serves as the representative of the DON in Joint, Allied, National, and International meetings. NMSC also organizes, coordinates, formulates, and implements policies and procedures to support the DON’s interest in electromagnetic spectrum matters, worldwide.
Supporting GDIT as a sub, AOCE supports ACC/A8Y as Air Combat Command’s focal point for Unmanned Aerial System and High-Altitude ISR requirements including all aspects of managing RQ-4 Global Hawk modernization. Support services include assistance in management of all aspects of UAS and High-Altitude ISR systems; bed down planning; budgets and plans; CONOPS development; airspace management; regulatory guidance development; communications requirements and plans; contingency planning; and management oversight of operations, logistics, and other support activities to include support in planning and conduct of operational and developmental exercises and demonstrations.
AOCE has been awarded the contract to provide the Air Force Safety Center Advisory and Assistance Services (A&AS) to support studies, analysis, evaluation, engineering and technical services to the combatant commanders and major commands (MAJCOMs). The Air Force Safety Center provides proactive safety for the Remotely Piloted Aircraft (RPA) mishap prevention program by supporting the Safety Investigation Boards (SIB) and investigating RPA mishaps and facilitating the safe expansion of RPA operations within the National Airspace System (NAS). Services include System Safety Engineering, MQ-1/9 expertise, Airspace/Air Traffic Control subject matter experts, Human Factors subject matter experts, RPA Maintenance subject matter experts and Research Analyst activities. The RPA Safety Branch is leading a pioneering effort to integrate RPA’s into the NAS and establish a DoD template. AOCE is supporting this effort of developing the safety case necessary to achieve FAA approval of Ground Based Sense and Avoid (GBSAA) as an alternative to “see and avoid”. The RPA Safety Branch’s effort is the flagship for DoD operations after Army & Navy/Marine experienced difficulties at two other locations. The AFSEC’s endeavor requires deep expertise in diverse areas to achieve a credible safety case that will withstand FAA scrutiny.
AOCE teamed with Odyssey and Booz Allen Hamilton to provide contractor team support to the Joint Interoperability Division (JID) and the Joint Multi Tactical Data Link School at Ft Bragg, North Carolina. The contract supports the JID’s mission as the Joint Chief of Staff’s proponent for Joint Tactical Operations (JTO) Interface and multi-Tactical Data Link (TDL) network (MTN) operations training which includes interoperability within the J-series family of TDL, including Link 16, Link 22, Variable Message Format (VMF), Common Message Format (CMF), and Integrated Broadcast Service (IBS). In addition to assisting the JID in developing, planning, coordinating and managing its JCS directed JTO responsibilities, contractor support includes Curriculum Development, Instructional System Design (ISD), Classroom Technology and Course Management Support; Joint and Allied Academic Instruction Support; Asynchronous Distance Learning Management; Operations Support; Joint Exercise Support; Joint Deconfliction Server (JDS) Support; Reference Library and Database Support; and Link-16 Spectrum Deconfliction Support.
AOCE and its subcontractor, Spectrum Communications, were awarded a firm-fixed price contract at Moody Air Force Base, GA for services for all management, personnel, equipment, tools, materials, supervision, labor, and other items and services necessary to provide personnel support positions. AOCE will provide personnel to act as the Mobility Deployment Managers (MDM) who will ensure squadron personnel meet world-wide mobility training and records requirements to include individual security clearances, Law of Armed Conflict (LOAC) training, Ability to Survive and Operate (ATSO), weapons qualifications, immunizations, force protection, information assurance, and provide quarterly status reports to the squadron commander. AOCE will also provide personnel to act as the Current Operations Schedulers who will schedule, manage, and track all aspects of the units’ annual Flying Hour Program (FHP). One person will be provided to act as the Vehicle Control Manager (VCM) whom will manage the unit’s vehicle program to include General Service Administration (GSA) contract vehicles, military vehicles, all-terrain vehicles (ATV), and low-speed vehicles (LSV). And one person will be the Supply Manager (SM) whom will manage the unit’s supply program.

AOCE was awarded a Blanket Purchase Agreement (BPA) contract with the Department of Health and Human Services, Health Resources and Services Administration (HRSA) in 2011 to provide Coaching, Consulting, Facilitation, and Customized Training Services. HRSA is the primary Federal agency for improving access to health care services for people who are uninsured, isolated or medically vulnerable. The Division of Workforce Development (DWD), now known as the HRSA Learning Institute was established in April 2010 to create a culture and climate of knowledge sharing, continuous learning, and professional development by providing services to support HRSA’s skilled workforce.
AOCE recently was awarded a Blanket Purchase Agreement (BPA) with the Department of Health and Human Services Health Resources and Services Administration to provide Coaching, Consulting, Facilitation and Customized Training Services. AOCE was also recently awarded a task order under that BPA to provide training entitled Managing Stakeholder Expectations and Relationships. AOCE is a proud member of the Systems Planning and Analysis, Inc. (SPA) Team just awarded an indefinite delivery indefinite quantity (IDIQ) contract to provide technical and analytical support for the US Air Force AF/A8 Deputy Chief of Staff for Strategic Plans and Programs, Directorate for Strategic Planning across a wide array of technical research and analysis activities. This IDIQ is a vehicle for recurring Plans and Programs, Strategic Planning projects, and other activities using the most up-to-date commercial technologies and practices available. Personnel supporting this IDIQ will provide on-site and surge support for development, refinement, and articulation of strategic planning-related issues. This support will provide AF/A8 with a full range of analytical, technical, and assistance services necessary to support the Air Force in developing strategic planning, programs and studies by producing comprehensive and effective documents, papers, studies, presentations, analytic scenarios, and modeling requirements. In addition, support will provide planning, programming, budgeting, operations, and associated conference and workshop support for senior leader and deputies working groups.
