AOCE has numerous established contracts, schedules, and BPAs. Since most contracts are agency and product/service specific, we will not cover them here. However, a brief description of GSA schedules, BPAs, and ID/IQ contracts is shown below.
AOCE is one of a select group of pre-approved government suppliers through establishment of General Services Administration (GSA) contract schedules. We continue to support direct contracts, purchase orders, and the use of the Government Purchase Card for micro-purchases. GSA contract schedules provide federal government agencies access to established products and to professional services using predefined labor categories. This means that our products and services have been reviewed and determined to be of the highest quality and best value for government customers. It also means GSA has reviewed the qualifications of contractors based on performance and has determined that the rates are fair and reasonable. These contracts generally provide a broader array of services than their agency ID/IQ counterparts and many have no counterparts. They are open to all federal agencies and streamline the ordering process to reduce the time from initial contact to commencement of work.
Information Technology Schedule: GS-35F-0082M
Often called Schedule 70, provides federal government organizations with an established procurement vehicle to acquire information technology and telecommunications services and products. Our schedule provides government customers with access to Information Technology Professional Services personnel, at pre-approved hourly rates. In addition, our IT Schedule provides our government customers with access to our Information Technology services and associated training courses and support service costs.
MOBIS Schedule: GS-10F-0310L
The Mission Oriented Business Integrated Services (MOBIS) GSA schedule contract (formerly called Management, Organizational & Business Improvement Services) provides federal agencies with a streamlined procurement vehicle to access a full range of services and products for consulting, facilitation, surveys, and training. This schedule provides our customers with access to our products and services designed to aid in the daily operation of organizational activities, provide specialized analysis and assessment projects, and promote organizational improvements and realignments.
PES Schedule: GS-10F-0362U
The GSA Multiple Award Schedule (MAS) 871 Schedule for Professional Engineering Services contract vehicle, commonly called the PES Schedule provides government agencies an efficient, streamlined, and cost effective contracting vehicle to obtain professional engineering services. AOCE's support will be in the electrical and mechanical engineering disciplines and a great many sub-disciplines or specialties associated with these engineering disciplines. Examples of categories include: Strategic Planning for Technology Programs/Activities; Concept Development and Requirements Analysis; System Design, Engineering and Integration; Test and Evaluation; Integrated Logistics Support; and Acquisition and Life Cycle Management.
TAPS Schedule: GS-07F-0149U
AOCE's TAPS schedule provide Federal and selected state and local agencies with a temporary solution (i.e. staff augmentation), which would allow agencies to quickly respond to temporary or contingency staffing requirements that arise when critical projects temporarily warrant more assistance or when key staff members are unavailable for work due to emergency, accident, illness, family responsibilities, jury services, etc. Examples of positions that may be filled using this schedule include, but are not limited to the following: clerical secretary, legal/medical secretary, receptionist, general clerk, accounting clerk, audit support, environmental technician, paralegal, researcher, procurement clerk, technical writer, etc.
Blanket Purchase Agreements (BPA's)
Air Force Operations Deputy to Joint Chiefs of Staff (JCS)
SDS International and AOCE have been awarded a BPA to provide air, space, intelligence and information operations support services for Air Force Operations Deputy (Ops Dep) to the Joint Chiefs of Staff (JCS), HQ USAF/A3/A5 branches. Our team will provide an optimal mix of GSA-Schedule Contractor team members from: (1) Professional Engineering Services (PES); (2) Information Technology (IT); Financial & Business Solutions (FABS); Advertising & Integrated Marketing Solutions (AIMS) and Logistics Worldwide (LOGWORLD). Support services are anticipated in areas such as program management, training and consulting services. This effort provides HQ USAF/A3/A5 with repeatable, defined, accurate, timely, well-documented and managed processes that produce quality end results that are affordable and meets customer’s needs.
Office of Under Secretary of Defense, Policy OUSD (P)
This BPA includes AOCE as a subcontractor under the prime contractor Science Applications International Corporation (SAIC). The BPA will provide a broad range of professional and executive-level mission support services, primarily for the Office of Under Secretary of Defense, Policy (USD(P)). The USD(P) provides advice and assistance to the Secretary, Deputy Secretary, and the Under Secretary of Defense for Policy on national security policy, military strategy and plans, defense capability policy, and emerging global issues to include responsibility for the core management functions of the Policy organization.
ID/IQ Contracts
HQ Air Combat Command CAAS III Contract: FA4890-07-D-0001
AOCE has been awarded the Headquarters Air Combat Command (HQ ACC) Air Combat Command (ACC) Contracted Advisory and Assistance Services (CAAS) III. AOCE was selected as one of the small business-led teams that will provide Advisory and Assistance support under the tasks orders associated with this Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract award. The CAAS III contract serves as a vehicle to provide broad technical and analytical tools, to support and improve policy development, management and administration and to improve the operation of systems. All organizations within the HQ ACC, ACC bases, ACC geographically separated units, and tenant activities located on any ACC base are authorized using activities of this contract. SeaPort-e: N00178-11-D-6429
The Navy awarded indefinite-delivery/indefinite-quantity multiple award contracts to 333 contractors, including AOCE, that will provide for their competition for service requirements solicited by Naval Sea Systems Command; Naval Air Systems Command; Space and Naval Warfare Systems Command; Naval Supply Systems Command; Military Sealift Command; Naval Facilities Command; Strategic Systems Programs; Office of Naval Research; and the Marine Corps. To meet Seapower 21 objectives and to increase efficiency, the NAVSEA Warfare Centers established the Seaport Enhanced (Seaport-e) Multiple Award Contract (MAC) vehicle, using a web-based, e-business procurement Portal, to facilitate performance-based service acquisition, leverage buying power, improve business intelligence and reduce cycle time. In October 2004, the Virtual SYSCOM Commanders formalized an agreement to expand the ordering community of Seaport-e to include all Virtual SYSCOM activities and to leverage the success of SeaPort-e in achieving the aforementioned objectives across the Virtual SYSCOM. Additionally, other activities, including the Military Sealift Command, Strategic Systems Programs, Office of Naval Research, and the United States Marine Corps have chosen to use SeaPort Enhanced.
