AOCE is proud to announce the award of the U.S. Army Space and Missile Defense Command (USASMDC) and Army Forces Strategic Command (ARSTRAT) SMDA2S MAIDIQ contract. The AOCE Team will be providing A&AS and operational support services on definition, planning, development, and execution of high altitude Space, Missile Defense, Global Strike, Information Operations (IO), Cyber Operations (CO), Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR), Space Science and Technology Strategy Initiatives, Friendly Force Tracking, Integrated Joint Special Technical Operations (IJSTO), Commercial Imagery and related missions.
Department of Health and Human Services / Health Resources and Services Administration (HRSA) - Prime
AOCE was awarded a Blanket Purchase Agreement (BPA) contract with the Department of Health and Human Services, Health Resources and Services Administration (HRSA) in 2011 to provide Coaching, Consulting, Facilitation, and Customized Training Services. HRSA is the primary Federal agency for improving access to health care services for people who are uninsured, isolated or medically vulnerable. The Division of Workforce Development (DWD), now known as the HRSA Learning Institute was established in April 2010 to create a culture and climate of knowledge sharing, continuous learning, and professional development by providing services to support HRSA’s skilled workforce.
US Navy/SeaPort-e: N00178-11-D-6429 - Prime
The Navy awarded indefinite-delivery/indefinite-quantity multiple award contracts to 333 contractors, including AOCE, that will provide for their competition for service requirements solicited by Naval Sea Systems Command; Naval Air Systems Command; Space and Naval Warfare Systems Command; Naval Supply Systems Command; Military Sealift Command; Naval Facilities Command; Strategic Systems Programs; Office of Naval Research; and the Marine Corps. To meet Seapower 21 objectives and to increase efficiency, the NAVSEA Warfare Centers established the Seaport Enhanced (Seaport-e) Multiple Award Contract (MAC) vehicle, using a web-based, e-business procurement Portal, to facilitate performance-based service acquisition, leverage buying power, improve business intelligence and reduce cycle time. In October 2004, the Virtual SYSCOM Commanders formalized an agreement to expand the ordering community of Seaport-e to include all Virtual SYSCOM activities and to leverage the success of SeaPort-e in achieving the aforementioned objectives across the Virtual SYSCOM. Additionally, other activities, including the Military Sealift Command, Strategic Systems Programs, Office of Naval Research, and the United States Marine Corps have chosen to use SeaPort Enhanced.
US Air Force / USAMS III - Prime
Team AOCE is Awarded USAMS III Contract. AOCE has received an award under the United States Strategic Command (USSTRATCOM) Systems and Mission Support III (USAMS III) contract. Worth a combined $800M and covering a five-year period of performance, USAMS III is one of the primary services contracts for USSTRATCOM.
AOCE and eight other companies under the indefinite-delivery/indefinite-quantity (IDIQ) contract will provide advisory and assistance services (A&AS) as well as non-A&AS support for all missions areas of USSTRATCOM, which include Strategic Deterrence; Space Operations; Cyberspace Operations; Joint Electronic Warfare; Global Strike; Missile Defense; Intelligence, Surveillance, and Reconnaissance; Combating Weapons of Mass Destruction; and Analysis and Targeting. As task orders are released, and won, AOCE employees will provide a spectrum of services to include Management, Operational and Professional Support Services; Studies, Analyses and Evaluations; Engineering and Technical Services; and Operations and Maintenance for Information Technology platforms.

Odyssey Systems is Awarded the Contract to Support the Navy and Marine Corps Spectrum Center (NMSC)
Odyssey has chosen AOCE as their subcontractor to provide the Navy and Marine Corps Spectrum Center (NMSC) with essential technical support in the planning, retention, protection and effective use of electromagnetic spectrum resources in support operations to the Department of the Navy (DON). NMSC exercises management and control of electromagnetic spectrum matters for the DON. As delegated by the Operational Chain-of-Command, NMSC serves as the representative of the DON in Joint, Allied, National, and International meetings. NMSC also organizes, coordinates, formulates, and implements policies and procedures to support the DON’s interest in electromagnetic spectrum matters, worldwide.
Joint Staff/J-7 / Joint Force Development Support Services
AOCE Teams Up with General Dynamics Information Technology, Inc. on the Joint Force Development Support Services IDIQ
Partnered with General Dynamics Information Technology, Inc. (GDIT), AOCE is pleased to announce we will support the Joint Force Development Support Services (JFDSS) Indefinite Delivery Indefinite Quantity (IDIQ) contract as a subcontractor. The program has a five year period of performance with a total potential contract value of $877 million. The primary goal of the JFDSS IDIQ contract is to provide the operational support necessary to advance the warfighter’s ability to adapt to and overcome an ever-evolving threat environment. This will be accomplished through varying combinations of education, training, assessment, experimentation and infrastructure that are the necessary foundation for learning to occur. This multiple award contract provides support primarily at the U.S. Joint Staff J7 complex in Suffolk, VA. The program focuses on support to Combatant Commands, Joint Task Force Headquarters, Joint Force Functional Component Headquarters, and multinational partners worldwide. Support includes the planning and execution of joint events, collective and individual joint training, Joint and Coalition Operational Analysis, Joint Doctrine, Joint Deployment Training Center, Service Joint Training Environment, and Joint Knowledge Online.
Veteran Affairs (VA) / ADVISOR
AOCE Teamed with Technical Assent on VA ADVISOR Contract
AOCE is pleased to announce our partnership with Technical Assent, a Service-Disabled, Veteran-Owned Small Business based in the Washington Metro area, supporting the Department of Veterans Affairs on their new contract vehicle—Agile Delivery of VA Imminent Strategic and Operational Requirements (ADVISOR). This five-year multi-award IDIQ contract is designed to assist VA programs execute cross-agency initiatives and achieve strategic priorities that ultimately improve outcomes for VA customers. The team will compete for work on individual task orders in two main Service Groups:
- Improvement - Including Business Process Reengineering, Improvement and Management. The contractor shall conduct studies in support of system redesign and business process reengineering, improvement and management. The contractor shall develop implementation plans and support the process of implementing and sustaining improvements.
- Data and Analyses - Including Information and Records Management. The contractor shall evaluate, recommend, design, and develop information technology solutions to compile, evaluate, analyze, control, secure, and disseminate timely, relevant, objective, and accurate data and information to VA and VA stakeholders, including, but not limited to, web-based designs, data governance, operational systems, document storage, applications, models, and assessment of existing legacy systems.

LinQuest is Awarded the Acquisition of Consolidated Enterprise Support Services (ACCESS) Contract
HAMPTON, VIRGINIA January 17, 2012 - On November 29, 2011 LinQuest was one of the Small Business firms to be awarded the ACCESS contract by the Headquarters Aeronautical Systems Center (HQ ASC) at Wright-Patterson Air Force Base. The indefinite delivery / indefinite quantity contract has a $500M corporate ceiling, a $950M total program ceiling, and a period of performance of one year, plus two option years. SPA Team is Awarded the Contract to Support Air Force Deputy Chief of Staff for Strategic Plans and Programs
AOCE is a proud member of the Systems Planning and Analysis, Inc. (SPA) Team just awarded an indefinite delivery indefinite quantity (IDIQ) contract to provide technical and analytical support for the US Air Force AF/A8 Deputy Chief of Staff for Strategic Plans and Programs, Directorate for Strategic Planning across a wide array of technical research and analysis activities. This IDIQ is a vehicle for recurring Plans and Programs, Strategic Planning projects, and other activities using the most up-to-date commercial technologies and practices available. Personnel supporting this IDIQ will provide on-site and surge support for development, refinement, and articulation of strategic planning-related issues. This support will provide AF/A8 with a full range of analytical, technical, and assistance services necessary to support the Air Force in developing strategic planning, programs and studies by producing comprehensive and effective documents, papers, studies, presentations, analytic scenarios, and modeling requirements. In addition, support will provide planning, programming, budgeting, operations, and associated conference and workshop support for senior leader and deputies working groups.
