Share Our Christmas Safety Briefing with the World
Only
by keeping safety issues a major topic of discussion, can any organization hope
to keep its people safe and keep injuries to a minimum. We have
developed an internal safety briefing for all of our employees. This course is
designed to play from Internet Explorer and was also designed to be as small as
economically possible so we could pass it to our employees scattered across the
country and around the world. We have include some background music, but
have not added in voice-over narration. We are sharing this briefing with the public
to help all organizations keep their people safe during this special time of the
year. Please feel free to copy, share and display this short non-narrated

Wins Second B-2 Spirit Support Task
AOCE
has been awarded a second USAF Air Combat Command (ACC) Contracted Advisory and
Assistance Services (CAAS III) task order to provide subject matter expert
support to the B-2 “Stealth Bomber” Wing.
Team AOCE will be responsible for supporting the 325th Weapons Squadron
(325 WPS) from the 57th Wing at Nellis AFB, NV.
This support will include assisting the 325th mission of training
operational tactics, techniques and procedures for employment of the
one-of-a-kind B-2 bomber. Our
on-site personnel will manage information between organizations, managing and
updating the tools used for work, including computers and networks and other
mod/sim technologies, aircraft launch and recovery, mission planning, and
technical training. Our support will also include day-to-day management and
implementation as well as providing advice to the 325 WPS Commander on security
policies, practices, procedures, and techniques.

for the B-2 Spirit (Stealth Bomber)
Begins
AOCE has
been awarded a USAF Air Combat Command (ACC) Contracted
Advisory and Assistance Services (CAAS III) task
order
to provide a security subject matter expert to support the only B-2 “Stealth
Bomber” Wing in the Air Force, located at Whiteman AFB, Missouri.
Team AOCE will be responsible for aspects of the 509th
BW Operations Support Squadron (OSS) Security Management and 509th
Operations Group Personnel Security. Our
support will include security of information and facilities related to
supporting the B-2 mission. Our team will provide schedules, milestones, and
approaches, including Quality Assurance, Configuration Management, and Security
Management needed to ensure successful completion of the requirements for this
delivery order.

October 2008 – U.S.
Air Force Chief of Staff Innovation Program Support Contract Awarded to AOCE
AOCE
has been awarded a Headquarters, U.S. Air Force contract for technical,
engineering and program management support for the AF/A2U, Director of
Intelligence, Surveillance and Reconnaissance Applications,
Chief of Staff Air Force (CSAF) Innovation Program’s Specialized Technical
Projects. AOCE will support the CSAF Innovation Program (HQ USAF/A2U) as
they evaluate, implement and administer specialized projects to rapidly enhance
the ability of USAF forces to respond to evolving operational tasking and
tactics.
Personnel provided under this contract will actively support engineering
design, development, and fielding of prototype solutions.
The scope of this contract includes support to programs, projects, and
processes used to develop and/or sustain capabilities that meet wartime
requirements.
Systems and projects supported by this contract include, but are not
limited to, multimedia analysis and archiving systems; Eagle Vision and Eagle
Express family of capabilities; Air Force Mission Planning System (AFMSS)
family, Joint Mission Planning System (JMPS) family inclusive of FalconView; and
systems utilized to import, distribute, or enhance the capabilities of these
systems, including the Remotely Operated Video Enhanced Receiver (ROVER) system;
UAV missions, systems and requirements integration; and DOD systems
accreditation processes and related validation activities.

Frequency Global Communications System Task Order
AOCE
has been awarded a
USAF Air Combat Command (ACC) Contracted
Advisory and Assistance Services (CAAS III) task
order to provide High Frequency Global Communication System (HFGCS) support.
The purpose of this task order proposal is to provide the HQ
ACC/A6 Network Systems Division, Operations Management Branch, expertise in
planning, logistics and operations as well as providing technical expertise to
support the High Frequency Communications network. HFGCS
is the Department of Defense (DoD) world-wide high power, global command and
control (C2) network, providing beyond line of sight, interoperable voice and
data communications for strategic, tactical and air mobility forces.
The present USAF high power, HF radio system, installed during the 1960s
and 1970s, is becoming logistically unsupportable. The System Capable of Planned
Expansion (SCOPE) is a program for modernizing the current Command SCOPE
Control, SCOPE Pattern, and SCOPE Signal III radio systems. The
program supports four unique missions to further national security
communications backbone requirements.

Flag Support Task Order is Awarded to Team AOCE
Team
AOCE has been awarded an ACC CAAS III Task Order to provide contingency training
expeditionary communications support for the SILVER FLAG exercise site at
Tyndall AFB, Florida. SILVER FLAG Communications Exercises provide a training
venue for expeditionary combat communications forces in communications core
competencies and tactical equipment to ready personnel in realistic classroom,
field instruction and practice for deployable communicators in an integrated
multi-functional environment.
SILVER FLAG provides Expeditionary Combat Support Commanders and their
teams a location to train, interact, and complete contingency operations in a
realistic, integrated environment for rapid deployment anywhere.
Team AOCE support will include establishing
an efficient management structure to ensure effective administration of the
communications portion of the SILVER
FLAG
Program to include: Course
instruction (classroom and simulated on-site field environment),
equipment maintenance,
supply management,
property accountability,
Communication Security (COMSEC) management,
development of course materials
and course bed-down and support requirements

The base period of performance for this award is 24 September 2008

Awarded Air Combat Command’s Hemispheric
Radar System (HRS) Support Task Order
Team
AOCE will provide support in the re-compete and administration function of the HRS
contract and the transfer of HRS equipment and facilities to the Colombian
government. The HRS contract will provide logistic and technical support
required to effectively support the HRS equipment, the ownership of which will
be transferred to the Colombian Government. Team AOCE will prepare, review, and
consolidate industry and ACC AMIC inputs/requirements into a contract
requirements package. We will assist with developing the Performance Work
Statement (PWS), Service Summary (SS), Quality Assurance Surveillance Plan
(QASP), Contract Data Requirements Lists (CDRLs), Contract Line Item Number
(CLIN) Structure, Award Fee Plan, and Request For Proposal (RFP) and ensure
draft PWSs and technical exhibits are coordinated with appropriate ACC staff
agencies.
We will assist with planning and organizing HRS monthly Award Fee
feedback sessions, Technical Interchange meetings, Program Management Reviews
(PMR) and Award Fee Review Board (AFRB) meetings and Staff Assistance Visits
(SAV) when requested and other meetings as required.
Team AOCE will provide general support for management of the contract
after contract award as well as program improvement recommendations.
The
Contractor shall assist in the development and/or update of program management
strategies, plans, and agreements and in the identification and analysis of
program risks/issues and provide resolution recommendations.
We will also assist in development and coordination of the Foreign
Military Sales/Excess Defense Article (FMS/EDA) documentation that will transfer
ownership of the HRS equipment in Colombia to the Colombian Government.

Appoints New Chief Operating Officer
Alpha-Omega
Change Engineering (AOCE), Inc. is pleased to announce that Mr. Richard 'Mac'
Sayers will be assuming the position of Chief Operating Officer, effective 1
October 2008. In his new role, Mr
Sayers will be responsible for managing the daily operational activities of the
Company. These duties include
management of government and commercial contracts as well as other
contract-related activities. In
addition, he will interface with other offices responsible for training,
financial, knowledge, information systems, human resources, security, and
administrative activities.
Mr.
Sayers brings a wealth of experience to this position.
He joined AOCE in 2002 as a consultant and transitioned into management
in 2003. As the current Vice
President of Operations, he has managed numerous contracts with the Air Force,
National Guard, and other government and commercial activities. He has also
managed or assisted in the management of all other activities associated with
AOCE Operations. Prior to joining
AOCE, Mr. Sayers served in the United States Air Force.
During his thirty-year Air Force career, he gained a wide range of
operational and financial management experience as an Air Combat Command
Headquarters Branch and Division Chief, Inspector General Team Chief, Vice Wing
Commander and through numerous other critical positions.
He was a Command Pilot with over 3,500 hours in fighter aircraft and was
a graduate of the USAF Fighter Weapons School. Mr.
Sayers replaces Mr. Emil 'Buzz' Kleemann in the Chief Operating Officer
position. Mr. Kleemann has been with
the company since 1998. He is
leaving AOCE to pursue other endeavors.

Appoints New Chief Financial Officer
Alpha-Omega Change Engineering,
Inc. announced today that Ronald A. Mosocco will serve as AOCE’s new Chief
Financial Officer (CFO). In this role, he will be responsible for overseeing and
guiding all financial aspects of the company, including: contract planning,
execution and data management; employee benefits monitoring; budget projections
and budget execution; internal assessments of AOCE financial management data;
and development of financial recommendations
related to operations, support, marketing, and sales. A
skilled CFO, Certified Public Accountant (CPA), and Certified Financial Planner
(CFP), for over 30 years, Mr. Mosocco has experience in a wide array of
financial management activities for non-profit, commercial and government
activities. His experience as a CFO includes serving as the Vice President and
CFO for Williamsburg Winery and as CFO for the international, non-governmental,
charity organization, Bridges to Prosperity. His experience as an accountant,
CPA and CFP encompasses management and executive leadership in numerous
commercial services, contracting, and consulting services. In addition to his
role as AOCE’s CFO, he continues to operate his own CPA firm and continues to
author and publish books, most recently a book about the American Civil War.

Chosen to Provide a Unique Commercial Common Operating Picture (COP) Capability
Alpha-Omega,
teamed with Core Technologies Inc., has been chosen to provide a prototype
state-level Commercial Common Operation Picture (COP) to support National Guard
Civil Support Team (CST) and Joint Operations Center (JOC) activities.
The AOCE Team will acquire and integrate hardware, software, and
associated processes and data necessary to acquire, install, and employ a
Commercial Common Operation Picture (COP) Server Prototype.
This server will provide the initial stage of enterprise infrastructure
and aerial and satellite imagery data necessary to support desktop command and
control COP visualization of Emergency Management and Response activities.
This unique COP will ensure effective integration of military and civil
emergency management and response activities during disaster planning and
training, and during real-world disaster response and recovery activities.

May 08 - AOCE Selected to Provide Professional Support to ACC/A3YU C2ISR
Operations Division, UAS Branch
Building
upon our 7-year history of Unmanned Aerial Systems (UAS) acquisition,
operations, and sustainment support, AOCE has been awarded a contract to support
USAF's Headquarters Air Combat Command, Unmanned Aircraft Systems Branch
(ACC/A3YU) in the organization, training, management, and operations of MQ-1
Predator and other UAS units (e.g. Global Hawk, Reaper, Scan Eagle, Proxy, etc.)
for the Combat Air Forces (CAF). AOCE will support ACC/A3YU organizations and
activities as they evaluate, implement, and administer combat capability
programs. The scope of this contract includes support to the programs, projects
and processes used by ACC to plan, develop, execute, and sustain reconnaissance,
training, support functions, and related training capabilities that meet
existing and anticipated wartime requirements.

Air Force Awards HQ ACC
A8 Advanced Programs Division, Air-to-Air Weapons Branch Support to Alpha-Omega
Change Engineering
This task order supports the
USAF’s Air Combat Command military staff in Air Superiority issues relating to
Air-to-Air weapons modernization programs. AOCE
personnel will assist HQ ACC/A8Z across a broad range of issues ranging from
identification of operational requirements, through development of existing
munitions, to deployment and sustainment of fielded weapons. We
provide the Air Force specialized skills and experience which include a strong
background in air superiority/supremacy, experience in air-to-air munitions
program management and a solid grounding in the Joint Capabilities Integration
Development System (JCIDS) process. We will use our operational expertise
to formulate concepts of operations and employment.
We will also ensure inclusion of these concepts and capabilities on
Integrated Priority Lists as well as OPLANS and CONPLANS. Additionally, one of
the key factors in this task is having someone who can communicate operational
requirements so non-operators can understand them. Our personnel will serve as
the linchpin in this process of articulating what the operator needs and wants
and what the developer can deliver.

08 – AOCE Provides Additional Support to OuterLink's
Automatic
Flight Following System (AFFS) Pilot Program
As a follow-on to AOCE's
past support, we have completed additional support activities for OuterLink's
AFFS program. This segment
included J-staff AFFS integration support, development and display of a continuously
updated common operating picture (COP), and training system operators and
managers during the 2008 Vigilant Guard Exercise in South Carolina. Support
activities included GPS tracking of air and surface assets and also included
maintaining satellite and terrestrial data communications between command
elements and moving assets. Principal locations for our support team's
activities were at the exercise location supporting the National
Guard Joint Operations Center (JOC) Forward and at the JOC-Rear located within
the combined State Emergence Management Center (SEOC) and and National Guard
facility in Pine Ridge.

Segment Training Courseware
AOCE's
Training Development Team has released Advanced Eagle Vision Data Acquisition Segment
(AEVDAS) courseware. The AEVDAS
is the updated version of the original EV DAS equipment suite. The
AEVDAS is a
mobile, satellite imagery downlink system that provides military units with
access to the capabilities of commercial satellites.
AEVDAS Systems consist of an antenna and self-contained computer and imagery
collection equipment. This suite of equipment provides the warfighters and
homeland security personnel with deployable high-resolution commercial imagery
capabilities.

Task Order to provide Minimum Essential Emergency Communications Network (MEECN)
Systems and associated systems support. This
effort directly supports Headquarters Air Combat Command, Directorate of
Communications Operations Division Strategic and Support Systems Branch (HQ
ACC/A6OS). AOCE will assist
in supporting the development, testing, fielding, and sustainment of various
strategic command and control systems. We
will provide planning, controlling, analyzing, and documenting assistance and
provide assistance in developing metrics, schedules, and baselines.
