Uniform
Business Office (UBO) Management Support for the HQ ACC Surgeon General
This
Task Order provides the ACC/SG Financial Management Branch with Uniform Business
Office (UBO) support. The UBO
Manager coordinates the efforts of the UBO managers located at ACC’s 16
Military Treatment Facilities (MTF). AOCE
personnel provide contractor inputs to policy and business practices for the
Medical Services Account (MSA), Third Party Collections (TPC), and Medical
Affirmative Claims (MAC), to include all reimbursement sales codes.
Program goals also include maximizing command medical reimbursement (1)
providing effective management of the UBO programs across the command; (2)
conducting staff assistance visits to train MTF staff and evaluate the
effectiveness of UBO programs and practices; and (3) troubleshooting barriers to
effective operations.

Task Order 0004: for BCS Services Supporting GTACS
Modernization for the HQ ACC
Directorate
of Requirements
This Task Order provides program management support to Directorate of
Requirements, Command and Control
& Intelligence, Surveillance and Reconnaissance (C2ISR) Division (ACC/A8C),
for modernization of the ground based command and control (C2) node known as the
Control and Reporting Center (CRC), leading up to Battle Control System-Mobile (BCS-M)
being fielded. We support Air Staff,
MAJCOM, and National Guard Bureau across a wide range of CRC issues and
modernization efforts to facilitate the development, acquisition and fielding of
GTACS command and control systems. Tasks
include analyzing costs, schedules and technical performance of GTACS, advising
during development of future force structure, providing long-term continuity on
all programming and force structure issues related to gaining Air Force, Joint
Forces and ANG units, as well as implementing program acquisition strategy.

Task Order 0012: A7
Breach Tool Validation for HQ ACC
Security Forces Directorate
This
Task Order provides support for AF Security Forces. AOCE
personnel support activities at multiple locations observing and analyzing
force-on-force iteration using available facility breaching tools to determine
effectiveness. We inspect and
analyze the complement of breaching tools. In
addition, we review blueprints and structural integrity of facilities capable of
housing assets to determine breach tool effectiveness.
Our consultants analyze storage/staged configurations to determine the
best locations. And, we provide
recommendations concerning improved tools, staging configurations, tactics,
techniques and procedures, and training regiment for new or existing tools.

Task Order 0021: Minimum
Essential Emergency Communications Network Systems (MEECN) and Associated
Systems Support for the HQ ACC Directorate
of Communications
This Task Order provides the Directorate of Communications, Operations
Division, Strategic and Support Systems Branch (HQ ACC/A6OS) with program
management support for the Minimum Essential Emergency Communications Network (MEECN)
Systems and associated systems support. AOCE
supports the development, testing, fielding, and sustainment of various
strategic command and control systems. We
provide planning, controlling, analyzing, and documenting assistance and provide
assistance in developing metrics, schedules, and baselines.
AOCE also assists in establishing, defining, maintaining and monitoring
milestones.

Task Order 0028:
Air-to-Air
Weapons Support
This task order supports the
USAF’s Air Combat Command military staff in Air Superiority issues relating to
Air-to-Air weapons modernization programs. AOCE
personnel will assist HQ ACC/A8 across a broad range of issues ranging from
identification of operational requirements, through development of existing
munitions, to deployment and sustainment of fielded weapons. We
provide the Air Force specialized skills and experience which include a strong
background in air superiority/supremacy, experience in air-to-air munitions
program management and a solid grounding in the Joint Capabilities Integration
Development System (JCIDS) process. We will use our operational expertise
to formulate concepts of operations and employment.
We will also ensure inclusion of these concepts and capabilities on
Integrated Priority Lists as well as OPLANS and CONPLANS. Additionally, one of
the key factors in this task is having someone who can communicate operational
requirements so non-operators can understand them. Our personnel will serve as
the linchpin in this process of articulating what the operator needs and wants
and what the developer can deliver.

0043: Silver Flag
This
Task order provides
the contingency training expeditionary communications portion of the SILVER FLAG
exercise site at Tyndall AFB, Florida. SILVER FLAG Communications Exercises
provides a training venue for their expeditionary combat communications forces
in communications core competencies and tactical equipment to ready personnel in
realistic classroom, field instruction and practice for deployable communicators
in an integrated multi-functional environment. Support
will include establishing an efficient management structure to ensure effective
administration of the communications portion of the SILVER FLAG Program to

Task Order
0047: High Frequency Global Communications System
AOCE
has been awarded a USAF Air Combat Command (ACC) Contracted (CAAS III) task
order to provide High Frequency Global Communication System (HFGCS) support.
The purpose of this task order proposal is to provide the HQ
ACC/A6 Network Systems Division, Operations Management Branch, expertise in
planning, logistics and operations as well as providing technical expertise to
support the High Frequency Communications network. HFGCS
is the Department of Defense (DoD) world-wide high power, global command and
control (C2) network, providing beyond line of sight, interoperable voice and
data communications for strategic, tactical and air mobility forces.
The present USAF high power, HF radio system, installed during the 1960s
and 1970s, is becoming logistically unsupportable. The System Capable of Planned
Expansion (SCOPE) is a program for modernizing the current Command SCOPE
Control, SCOPE Pattern, and SCOPE Signal III radio systems. The
program supports four unique missions to further national security
communications backbone requirements.

Task Order 0057:
Hemispheric Radar System
(HRS) Support
This
Task order provides
support in the re-compete and administration function of the HRS contract and
the transfer of HRS equipment and facilities to the Colombian government. The
HRS contract will provide logistic and technical support required to effectively
support the HRS equipment, the ownership of which will be transferred to the
Colombian Government. Team AOCE will prepare, review, and consolidate industry
and ACC AMIC inputs/requirements into a contract requirements package. We will
assist with developing the Performance Work Statement (PWS), Service Summary
(SS), Quality Assurance Surveillance Plan (QASP), Contract Data Requirements
Lists (CDRLs), Contract Line Item Number (CLIN) Structure, Award Fee Plan, and
Request For Proposal (RFP) and ensure draft PWSs and technical exhibits are
coordinated with appropriate ACC staff agencies.
We will assist with planning and organizing HRS monthly Award Fee
feedback sessions, Technical Interchange meetings, Program Management Reviews
(PMR) and Award Fee Review Board (AFRB) meetings and Staff Assistance Visits
(SAV) when requested and other meetings as required.
We will also assist in development and coordination of the Foreign
Military Sales/Excess Defense Article (FMS/EDA) documentation that will transfer
ownership of the HRS equipment in Colombia to the Colombian Government.

Alcohol
and Drug Abuse Prevention and Treatment (ADAPT) and Suicide Prevention
This Task
Order supports the ACC/SG Command
Surgeon Office. Personnel in this
contract will serve as the command Alcohol and Drug Abuse Prevention and
Treatment (ADAPT) Functional Assistant, the Family Advocacy Program (FAP)
Assistant, and the Special Needs Coordinator (SNIAC).
In addition, this effort will provide support and consultation services
to the command Suicide Prevention Program (SPP).
Support
wil lalso include consultation, direction, and training to the Medical Treatment
Facility's (MTF) executive management, mental health flight commanders, and
element leaders in ADAPT, FAP, SNIAC, and SPP policies as directed by the Air
Force and Department of Defense. We will assist ensuring the effective
utilization of the budget process associated with these programs, and serve as
the functional expert in all of areas of ADAPT, FAP, SNIAC, and SPP. Support
will also include consulting with ACC bases on strategies, programs, and
techniques to reduce incidence of family violence.

Support for ACC/CV-N (Air Force Global Strike Command (AFGSC))
This
Task Order provides expertise to
conduct the development and documentation for basing plans to include conducting
and preparing reports on Site Surveys, and Site Activation Task Force (SATAF),
finalized Programming Plan (PPlan) documentation, reports for Program Management
System (PMS), conducting and preparing minutes for conferences, and assisting
ACC/CV-N (AFGSC Detachment 1) Director in implementing the fielding of the
Global Strike Command (GSC) and related basing efforts. This work includes
SATCOM communications management and Local Area Network (LAN), Automated Data
Processing Equipment (ADPE) and Information Management (IM) support for the
stand-up and initial operational capability of Global Strike Command.

0068:
Base-Level Contracting Office Support
This Task Order provides
base-level contracting support located at thirteen (13) bases across the
country. Combined, base-level
contracting offices process $2.9B in
base-level contracts annually. Review of proposed contracts entails ensuring
all Federal Acquisition Regulation, Department of Defense (DoD) and Air Force
policies are adhered to, including ensuring Economy Act guidance is followed,
certification of Performance Work Statements (PWS) for contracts, analysis of
Non-DoD contract vehicles, analysis of fees charged and other appropriate
reviews. The experts from the AOCE CAAS III Team will provide thirty-eight
(38) Category I, II, and III contracting support personnel to base-level ACC
Contracting Squadrons at ACC operational wings. These experts will conduct
market research, prepare awards for execution by the contracting officer,
administer contracts, provide assistance to the contracting officer and
perform contract close-outs. Other optional duties may include assisting in
planning procurement actions and preparing pre-award documents.

National
Security Personnel System (NSPS) Support
This Task Order provides
support to HQ
ACC/A1 for the National Security Personnel System (NSPS). This task order
will support two main tasks: (1)
NSPS and
Defense
Civilian
Intelligence
Personnel
System
(DCIPS)
Human Resource Management, and (2) NSPS and DCIPS Pay Pool Support. Within
these areas we will Ensure updates reflect proper organizational structure of
NSPS and DCIPS units and assist/guide HQ ACC and wing managers in
understanding and knowledge of performance for management system,
performance-based pay, and pay pool processes. Our experts will also analyze
and oversee processes, conduct panels and meetings, track actions, and perform
lessons learned functions for a broad spectrum of key NSPS activities.

Task Order 0074:
MC-12 Mission Qualification Training (MQT) Support
This task order to
provides support to HQ ACC/A8Q MC-12 aircraft academic training support. This
contract award initiates the transition of academic training for the MC-12
aircraft from military to contractor provided academic instruction. Air
National Guard members of the 186th ARW will continue to provide
in-flight instruction. Training topics include: radio operation and
communications security, flight planning and flight planning software, will
include general aircraft orientation, aircraft equipment and systems, local
flying area restrictions and in-theater operations, sensor employment, air
tasking order coverage, threat and defensive systems, and pre/postflight
briefings and debriefings. This contract begins on 11 January 2010 and
supports the Secretary of Defense mandated MC-12 Liberty aircraft fielding for
employment in Operation Enduring Freedom/Operation Iraqi Freedom operational
sorties.
